Who We Are

R_SHARAN is an established research and policy institute dedicated to advancing evidence-based planning, fiscal prudence, inclusive decision-making and pro-people development. Conceived long ago by a group of economists and activists, it was established to strengthen institutional capacities in planning, budgeting, monitoring and evaluation and advocacy and primary research. The institute undertakes data-driven research, budget analysis, and programme evaluation across sectors such as education, health, livelihood, social security, gender justice and sustainable development.

R_SHARAN Philosophy of Development:

The pursuit of inclusive and sustainable development cannot be achieved through superficial narratives, shortcuts, externally derived aspirations, imperialist frameworks, external interventions, isolated islands of growth or an uncritical emphasis on escalating economic expansion. These approaches have consistently failed to ensure equitable and long-term progress. The developmental vision instead aspires to foster peace, collective well-being, cultural vitality, trustful interpersonal relationships, and a dignified working life. Such outcomes are to be realised through hard work, honesty, consistency, inclusiveness, prudence, foresight, meticulous planning, and collective effort, principles that have been envisioned, designed, implemented, and regulated by the people themselves. It calls for the establishment of a Government that is accountable, responsive, and transparent; supported by a judiciary that is neutral, accessible, and governed by uniform laws. These institutional foundations are essential to enable widespread public participation in the equitable monitoring and regulation of the economy, market, sectors, regions, communities, and individuals. Ultimately, the objective is to build a nation in which outcomes and opportunities are equitably distributed and universally accessible, in alignment with the principles enshrined in the Constitution of India.

Aim:

R_SHARAN is committed to generating grounded research that informs inclusive development, evidence-based policy, and transformative economic change. By bridging academic insight with real-world challenges, the institute aims to support equitable growth and institutional resilience. It seeks to become a center of policy research, development strategy, and economic transformation. It fosters collaboration among scholars, practitioners, and communities to co-create knowledge that is locally relevant and globally informed. It would assist in developing context-specific strategies and engage communities, policymakers, and institutions addressing structural issues and advancing human well-being. It would also nurture traditional knowledge systems as integral to development and resilience.

Goals:

R_SHARAN twelve inter-connecting strategic goals focus on promoting data-driven policy making, strengthening administrative accountability, advancing gender equality, creating thrust for quality human development, friendly work-culture, ensuring equitable distribution of development outcomes and ensuring optimal management of natural resources. It emphasizes primary research, availability of comprehensive data, rigorous monitoring, independent evaluation, institutional capacity building, transparent governance and legislative oversight over State’s resources while fostering people’s participation in policy making and evidence-based advocacy.
